    Not necessarily.

    Pittsburgh can’t make it to the next level in the political field (we can consolidate this level, but not win the next, [and at the end of the day, what is 2 out of 376?$%]) just like it can’t make it with logic and good PR. It’s going to have to win it in the government.

    Next week, next few: The Act 47 Coordinators and the “Phantom” Revenues: the wisely mandated Five Year Plan, Act I of an annual five-act drama; and if the prevailing wisdom is to be believed, the only one co-starring Tom Corbett. It’s a countervailing pressure box with a lot of out-year revenue gap closure options, prioritizing that which is useful and encouraged — tax hikes, governmental efficiencies, fee hikes or creations, nonprofit PILOTs and other capital campaign, sustainable new debt, growth.
